0. PREAMBLE
Umuganda (community works) as defined in article two of the law No 53/2007 of 17/11/2007, is a way of pulling together the efforts of many people in order to implement an activity of public interest. Umuganda aims also to promote development activities to support the national budget and to provide an opportunity for conviviality among people. Community works may also be performed through nonlabour activities.
